for god's sake FEDS- BITS IS BITS.
You set up a tap on VOIP, then it is TRIVIAL to create other custom VOIP applications. Any senior comp-sci graduate could probably a write "press to talk" one in a few days that would be unrecognizable as voip.

This is the same as filters on MP3's. BITS are BITS. They can be transformed anyway folks want.

Phone taps are probably toast.
