If by 2009, prices have dropped quite a bit and there's been a
large uptake, perhaps it'll go smoother.

The problem for Congress is, this is a tangible thing, a direct
effect on the lives of individuals. Congress can pass a
bankruptcy law that is brutal for individuals, but most people
won't notice until it's too late, But here, their television is going
to stop working, That's going to have a major impact, and you
can believe me, every service provider is going to explain that
it's the law, it's not their fault.

Those $50 boxes are great. Are you willing to pay for the 3 or 4
I'll need in my house, because Congress' funds are not going to
cover most of us?

Look at how happy people were to get a $300 check from W's
tax refunds. Now imagine how annoyed they'll be to get a $50
invoice to keep watching television. Heads will roll. It's political
suicide, that's why every Congress, no matter how badly they
want the money, keeps putting this off.
