It'll happen
As the article says only ~15% get their TV over the air these days. In large cities NTSC over the air broadcasts are pretty much unwatchable because of multipath interference (ghosts).

Even on an old analog standand TV the digital channels on cable are so much better quality than the analog channels (the ones I can watch on cable without a converter box) that there might be a backlash against those who've delayed the transistion.
