Well,
unless you are building an office building, and just for your company, you really have no control. Most office buildings are designed as empty shells and they assume an occupancy. Multiple floors use each air handler. Therefore, when someone comes in with a huge server load, the easiest/cheapest thing to do is add a separate unit. A normal air unit for an office will not produce enough cold air under load for a server room.
