DVDs are not 720p they are 480i, but can be converted to 480p. See http://www.dvddemystified.com/dvdfaq.html#3.4

The ATSC 1280x720 resolution is considered HD. Fox and ABC went with that as their broadcast standard. NBC, CBS, and PBS went with 1080i. But that doesn't mean that affiliates can't go with the opposite standard for broadcast and locally delivered content. Due to bandwidth limitations an HD interlaced resolution was left in the ATSC spec. Actually 480i is also in the ATSC spec, but it is considered SD (standard definition). The transition is actually to Digital TV (DTV), not necessarily HDTV, broadcasters aren't required to broadcast HD just digitally and they will be in compliance.
