What the article fails to mention is the various PC services that do the same thing as XBox Live, but probably because there aren't as many users of any single service as compared to it.
Regardless, I've been using a free VoIP service called Roger Wilco for gaming since the first Tribes game came out a number of years ago. They use a peer-to-peer network, I believe, but as of the last time I used it, the quality was not what you would call exceptional in any way. Even so, it's a good way to 'talk smack' or coordinate strategies while playing online games without the need for a phone line. And the best part of all: it's 100% free. No upfront purchase, no subscription fee, nothing (though they do offer a subscription service for exclusive content).
I haven't heard of or looked for any other software or service that serves the same purpose because it is so easy to use once it is set up, but I'm guessing there are a good number of alternatives out there for the same purpose. Again, though, this is PC-only stuff (and possibly Mac), so the advent of this type of service for consoles is actually a big step that I hope will make all VoIP more reliable and higher quality.
