You may have missed the howls of protest from Mac users about the [perceived] delays in the rollout of the new Macs that they felt were caused by Apple selling these 1100 systems to Virginia Tech. I found it hard to believe that selling 1000 machines to one end user would have a significant effect on availability to others but perhaps Apple's production is small enough that economies of scale don't really apply.

As for Xeons being hard to find, go to Pricewatch, they list Intel-manufactured Xeons from RunTime Computer for $83 with discounts available for purchasing in quantity. At the bottom of the page is an IBM-manufactured Xeon for over $3200 which is still only 1.5 GHz and 512k cache. This is more than the price of a new Mac by quite a bit for just a CPU. It wouldn't take long to run up a bill for $5 mill. on those and then you would need to spend many millions more to get the rest of the hardware needed to make computers to put them into and pay someone to build them up for you. It looks like your mileage may vary depending on which route you take.

Perhaps the Engineers at Va. Tech know a bargain when they see one.
