You don't seem to realize...
The absurdity of what you want, namely:

I want a whole new chip design, not x86 and not ppc or sparc.

How about Itanium? Want one of those? I'm guessing not.

In reality, designing an entirely new CPU architecture is incredibly difficult. Itanium, in fact, is a perfect example of how two major manufacturers (HP and Intel) with decades of combined CPU design experience can fail, even after spending billions of dollars and sparing no expense to hire talent.

You don't want PPC or SPARC, and I don't hear you calling for a rejuvenated PA-RISC, MIPS, or Alpha either, so apparently you think Intel (or someone) is capable of building an amazing new CPU with dramatically reduced power consumption *and* great performance. It also needs to be easy to manufacture, it needs to be binary or instruction-compatible with *all* of the above architectures (to minimize the cost of switching to it), and Intel needs to ramp its manufacture very quickly, in order to keep server prices at their current rock-bottom levels.

Keep dreaming. Building a new CPU architecture is incredibly difficult, under the *best* of circumstances, and things are anything but great at the moment in terms of hardware and technical restrictions.
