What? Did you even read the article? Barroso said quite clearly that this will be a problem in the future if CPU bang-per-watt is not increased. That sounds to me like he is looking ahead and trying to plan for the future.

Or would you rather that Google not to expand their business? Yeah, that makes sense.

Barroso is an engineer who designed chips for DEC (who had excellent technology, they just didn't know how to sell it). He knows what he is talking about, and so does Sun. Intel bought most of DECs chip technology but doesn't seem to have used any of it. Sun has an 8-core processor shipping and Intel has barely reached 2-core CPUs. DEC had 64 bit chips shipping in 1995, Intel is still struggling to get decent 64 bit chips out the door.
