From what I've read of this, it would very likely be a boon to developers. I can imagine that they want a lot of software to be coded in such a way as to leverage the T1's advantages most effectively.
I read a post in the article about the Itanium that explained how Sun had built their success--by making it known that a large number of applications were "Sparc-ready" so that people could upgrade to their platform with little worry.
