Why?
The java specs are known. If you want to write a VM, you could do it yourself. Or do you just want someone else to do the work for you? IBM and others in the OSS world already have their own JVMs and accompanying compilers, etc. I doubt that you would do a better job anyway, so what's your point? It can't be lock-in because there are many JVM alternatives to choose from.
