I wasn't sure if it was an unavoidable, all MS solution-based lockout OR if there actually is a choice and decision to include other browsers/OSs/etc or not.

IMO, that choice to deliberately exclude doesn't excuse or reflect well on IT decisions that seem to be based more on what's best for IT than what's best for the end user (the customer).
