Sorry, but I don't see how that applies in this case. I don't know of anyone or any company in these 3rd world countries that are making copies of either AMD or Intel's processors.

The greater problem is people overclocking and then remarking legit processors and selling them as models/frequencies that they are not.

These are still AMD and Intel processors, but are often problematic because they are running at speeds they were not intended to run at. This is a misrepresentation to the customer and gives reputable companies a bad name.

AMD and Intel need to find ways to combat this problem.
