As far as I know, you are correct in your statement (except I'm not sure about the RISC core, I was pretty well certain it was just a CISC processor) but it does get its performance boost from higher clockrates, just like the Intel.

However, since the P4, Intel has increased the number of pipes in their processors substantially. This makes the processor slower at equivalant clock rates with AMD, but also makes it (theoretically) easier for Intel to push the clock rate up without major redesign. Many of the extra pipes are also made specifically for video intense processing, namely rendering files in photoshop and video editing of home movies and DivX wink. IE, programs capable of taking advantage of these special pipes that have been specifically programmed for the P4 may run faster on the P4 than the AMD at the same clock rate.

Other than Video Editing, though, AMD and IBM's chips are more economical in their design and make better use of smaller clock rates. Fewer cycles are dropped and leaving more cycles free to do what they should: compute.
