Plausable deniability
This is definately a marketing ploy. First, they put boxed processors, which they are not known for, on the site where it probably isn't easy to get to. Second, it's priced higher than AMD's listing, and I confirmed it is more expensive than Newegg.

Now they just sit and wait, as the search engine spiders should have been all over the listings by now. If the processors don't move, as at those prices, the fact that it's not a normal Dell product, and the mere difficulty of finding them they probably won't, they can "justify" not creating AMD-based Dell boxes. If, by some miracle, they do move, they will spin it into "there is now enough customer demand to justify an AMD-based Dell line".
