well not just microsoft
think about it, if we are talking abotu two completly diffeent instruction sets, this might go beyond windows. all the major apps vendors, would then need to support two version of windows, plus OSX and Linux (if they support the later two at all). I think Intel would be better served by going along with what's already here.
