Actually, Time is a dimension whereas the speed-of-light is a phenomena. Essentially, you're saying (here) that running forward is faster than "up."

In the Newtonian model, yes. In Einstinium theory (and even more so in quantuum theory) time is relative and variable. Also, time has a definite beginning (work done by Hawking and Penrose).

Minor point, but "speed" is not a force.

*Supposing that time does not consist of matter but rather of "event" or "nothing" as the only known options another option would have to be defined.*

No need to suppose: time does not consist of matter.

*Traverssing back in time beyond "now" seems to be best accomplished by the current method of utilyzing records and movement into the future might be slow and limited but at least we get there.*

Currently, this is true. However, traveling either "direction" of time is mathematically and theoretically possible.
