No, one could not travel back in time
No. First of all Einstein's theory of special relativity doesn't even require you to travel faster than the speed of light to accelerate more quickly into the future than, say, an observer on earth. Remember, we are always traveling into the future. What would happen if we could travel at a terrific speed, say approaching the speed of light, would make time seem to stand still for us compared to those who remain at a relatively low speed. We would return to earth and it might be 20 years later depending on our distance traveled, and we would be only minutes/hours older.

But traveling back in time is not possible. Time flows ONLY ONE WAY. Making light travel more slowly doesn't change that.
