Nope, it is the cheap electrolite material making up the capacitors.
According to a few articles a guy from a Japanese firm stole the formula for making the compound that makes up the electrolite that makes up the capacitors and setup shop in Tiawan. However the formula wasn't exact and the capacitors have a short life. This is not a Dell or motherboard issue. It is the capacitor factory in Tiawan selling to everyone. Abit, Asus and others were affected. Even non-motherboard products got nailed. The culprits for not checking the quality on purchase would be subcontractors like Jabal. Even Macs were hit.
