New technologies often start by exploiting a niche in the business ecology. Often, this means finding a loophole in the regulations that govern the older systems.

VOIP is still a very small industry. (Am I wrong about that? Has it passed the 10 Billion mark?) I find it interesting that the regulators are starting to notice it this early in its' "life."

And, as often the case, there is a resistance by the new industry to come under the regulation of the old. Some of this is justified. Some of this is just attempts to get the use of existing systems while making someone else pay for them. Example: the 911 system, and the taxes that pay for it.
