MS position
I believe that MS's position is that any regulation should wait until MSoIP is available in the 48 contiguous states. Once that occurs, MS can negotiate with all of the states directly, and there will be a single standard of regulation nationwide. In case you didn't know, MSoIP is MS's forthcoming standard for VoIP that will be so awesome as to render all other VoIP implementations worthless. I'm surprised that your rep was unable to brief you on this wonderful new product and their position on VoIP regulation. My rep has spent many hours explaining to me why my Vonage service is so wrong for me.
