California eyeballs VoIP rules

CEO wants study: My CEO demanded a study of VoIP. He is on a business trip and I tried to email him my ROI study but he was unable to access it due to the fact our email, VPN and OWA are all down as a defense mechansism against MyDoom. We are virtually an island unto ourselves here. One issue I have with VoIP, and maybe the ZDNet community can help me here, what is Microsoft's official position on this?
