Your sports analogy is way off.
Football teams compete in an arena where the rules are equally applied to both teams. Intel is changing the rules of the game, not competing on ability.

How does a company know it is approaching the imaginary line so they can avoid it?

The company knows it is approaching the line when it can cross the line. That is to say, when the company is powerful enough to dictate terms to its customers as to whose products they are allowed to buy or sell.

The other HUGE issue is that AMD could offer the same thing to the OEMs, and yes even advertise as Intel does in the market place. But the truth of the matter is they cut their profit margin so close they don't have the finances to do it. Is that Intel's fault?

Actually, they can't. AMD was willing to give away one million processors to an OEM. That OEM refused delivery on the majority of those processors because they couldn't afford the punishment that Intel threatened to mete out. AMD also can't get shelf space because of Intel's contracts with retailers that specify what percentage of sales must fall to Intel powered PC's.
