Chinese whispers = bad communications
Ever played chinese whispers? It's where you say a phrase into one person ear, they whisper it to another person, and so on down the chain. At the end you compare the final phrase with the original phrase and laugh at how different they are.

For example, I whisper "open protocal designed communications" to my outsourcer, he says "communications design with SOAP" to the offshore office, they say implement a "SOAP based design program" to the programmers, the programmers implement a "program for designing soap"

Much hilarity is had by all, except of course your shareholders who are extremely p*ssed at you for hiring this bozo outsourcer.

If you want software written, all you really care about is the quality of the IT staff and how good the communications are between those IT staff and your techies.

HP's overhead is HP problem.

If HP wants to save money by offshoring the programming, all the while keeping its onshore overhead and extending the chinese whisper chain, then that's not in your interests.

Hire a smaller local outfit that fit your needs better.

Its not protectionism to insist on local IT staff with better communications, its good business sense.
