Makes sense.
Particularly at a time when huge hard drives are comparatively inexpensive. Microsoft will have to maintain both old and new operating systems on the same device.

As mentioned, most applications (and operating systems) don't need top of the line mechanical capability. So expect the process of moving to that capability to be slow.

This isn't the time when software had to wait on hardware to provide features people considered essential, reasons to buy a new product immediately.
