Microsoft has to follow a No developer left behind policy.
The software needed to run all the legacy apps will have to be substantial, and will have to prove itself over a long period. During this time, Microsoft would require essentially two operating systems plus the experimental software, No?
This gradual change approach would require a massive amount of software. And time by people making the switch.
