Artificial limitations of the OS. Only MS could come up with this...

They can see the writing on the wall. The Itanic is sinking. Why put all your resources developing something that few people, if anyone wants? No one in their right mind would spend the big bucks on an Itanic based SERVER and put it on fax duty. It's too expensive. You can buy a cheap $499 PC from HP and and outfit it with a decent high end fax card (BrookTrout TR-114 or TR-1034) and it'll do the job just fine.

If you NEED an Itanic, then I'm sure you're probably going to be doing some heavy database crunching, data mining operations.
