Sneaky way to boost chip production numbers
If you think about it, not every chip passes inspection anyway, so for those that don't, if one core will operate, then it can be pulled out of the "Bad" pile and put into the "Passed Inspection" pile (although it only passes inspection for single core operation). This allows Intel to state a higher sucessful production rate. Businesses that actually pay attention to that are going to say, "Oh look, Intel is having really good success rates with their chips, they must be outstanding fab plants, let's make sure all the PCs in our business use Intel chips".

Sneaky, but from a business standpoint, probably not a bad idea.

I still won't buy one though. I'm REALLY happy with the way my AMD64 based HP laptop just demolishes my wifes Intel based Dell laptop, and the way my home-made AMD Athlon PC blows away her Dell "Intel Inside" desktop.
