Power vs Actual Work Done (i.e.SpecInt)

With these low power numbers being thrown down, the question is whether these are minimums, maximums, Thermal Design Power, or what. That is, how much computation is actually being done wrt these power numbers? I'd LOVE to see data (or a chart) of power dissipated vs SpecInt2000; i.e. at xxx power level, a SpecInt2000 rating of yyy is being achieved. (I prefer Specint because it has a lot of history and represents the type of loading that is of interest to me).
