NASA is all about pork
The reason such totally useless things like NASA are allowed to keep living after they've proven to be a totally incompetent needless organization is because all the parts used to make those shuttles are assembled by various factories around the US. If NASA shuts its doors so does all the peripheral work that goes into making it happen. Like with military bases, many of the places involved in the whole thing are small towns who thrive mainly on such work being there to pump up the local economy. So the whole thing is mostly about keeping these small towns happy and chugging along.
But NASA is yet another example of how life is not taken seriously. Governments, like the US government, complain that there is no money and yet spend billions on something which has yet to provide anything productive whatsoever. The next time you hear some piece of crap politician complain that there's no money for new roads, schools, economic development, just picture a NASA shuttle returning to the earth in a flaming ball of pieces.
