Oh. For a moment i thought you didn't what Hertz means. Anyways, those are the speeds for the chips themselves, not the RF frequency of the devices they will be used in.

The circuitry that generates the frequency usually begins with a base oscillator, that normally involves a Quartz Crystal. This goes through a series of multipliers to arrive at the desired operating frequency. The higher the desired freq, the more multiplication is required.

That is the simple explanation.
