It is already being done
A small startup in Chenai, India is already using a cell phone signal processing chip for the basis of a $100 networked pc (story is in business mag), combined with usb ports, no hard drive, flash mem, etc.
As others have pointed out this technology is not feasable for a large modern pentium-size processor, because such a chip is too big for the frequencies involved, unless the lambda (micron size) was down to something unheard of today.
