Not a monopoly, but bad business practices
Intel does not dictate how many AMD chips any given company can buy. What they do is sell large lots and they base their discounts on the quantity sold. From what I can tell, Intel bases it on that companies projected sales, minus say 10% to keep up the appearance of not being a monopoly. These companies are not going to complain too loud, but it does place AMD in a non-competitive position. Think of it as AMD gets the scraps after the main meal has been eaten.
