Shouldn't EVER happen
RFID and human shall never mix. Track your inventory - sure, but no human should/ever be chipped NOR need to carry RFID cards, etc. A nice JAVA card can serve to authenticate you - and it doesn't have RFID (yet).

SO in the style of Asimov and his 3 laws of robots, here is the 1st law of Ramjet - No human shall ever be required to use RFID as a means of identification.
