The chlorine could easily be recovered
Chlorine is an important enough industrial chemical that there would be a market for whatever was extracted as a by-product of sodium production. I'm not sure that manufacturers of pool chemicals and chlorine bleach would appreciate a reduction in prices, but there it is.
