Cautious optimism
Sounds like they're not sure how successful the project will be. But the CIO is throwing down the gauntlet. You can be sure, there will be OS evangelists at IBM who will pick up that gauntlet and run with it. The road bac FROM computing Perdition may not be as long as some people think. There are people who will find a way.

I know if my boss gave me those marching orders, I'd migrate all my mission critical apps to open source in a few months. I would just find a way.
