There is no requirement that all TVs be HDTV by 2006 or anytime. The requirement is that TVs be capable of receiving DIGITAL broadcasts (and the timing is variable depending on the screen size - 36" sets must be digital by July of THIS YEAR.

Receiving a digital broadcast and being able to display a HDTV broadcast in High Definition are two different things. To have HDTV you have to have digital - but a digital set does not have to display a picture in High Definition. Specificaloly a High Definition display is one capable of displaying a picture made of AT LEAST 720 scan lines with 1280 pixels per line. Current HD broadcasts are either 720 lines progressive (ABC and FOX this fall) or 1080 lines interlaced (the rest). There is a great deal of debate as to which is "better".

The Intel announcement is for a true HD device - the issue is yeld and economics. Their principal competitor here is TI with their DLP device. That device has some shortcomings - but there are significant improvements every year.
