As I remember it, the Army supercomputer buy of seven systems asked for the bidders to use Unix and C and FORTRAN, so that application code already written could be moved easily from existing systems, and not cost more than the systems. Enough sales money was involved to encourage Cray and ETA to comply. Cray won. More code resulted, so inertia set in.
