Big difference
The big difference is that Apple can just use the same chips that
Intel is already designing. They've already go OSX running on
Intel chips that already exist without special modification. They
don't need Intel to do a huge amount of work solely for them.

Most importantly, Intel already has chips that can be used in a
laptop. There aren't any chips in IBM's line that can do so,
unless you also want to carry around a 20 pound heat sink.
