You know the rule of reduction: if a company has a problem, the answer is to lay off the people who can solve the problem.

Add Wall Streets rule: the people left after any size layoff can do the work.

Implicitly, they believe an old, historically invalid story:
Three people are trying to haul a stone to the pyramids. They complain to the overseer that it's impossible to move the stone. The overseer clubs one of the workers to the ground. Two workers drag the stone.

Workers understand fear.
