Are they going to re-intent the wheel?
Look up 10Base2. Ethernet networking over coax cables. The coax used for cable TV technically doesn't meet the 802.3 specifications, but this is so close to being a finished product that I can't imagine this wouldn't be the starting point.

10base2 cabling maxes out at 10 megabits/second, but this a lot faster than any broadband pipe used in homes today. All that would be needed would be routers (using something like Apple's Zero Configuration Networking) to replace all the splitters in the home. This has the side-effect of segmenting traffic almost on a room-by-room basis.

The problem is if a contractor put a splitter in a really inconvenient location (like inside a wall). The specification will need to address the possibility of more than one device per subnet, but this is already part of the Ethernet specs.
