Yes, of course.
Yes, NeXtSTEP ran on x86.

And Darwin is up to date on x86.

But the Aqua environment would have to run on x86 too.
Emulation would slow the works down.

Without emulation, all the OS X apps would have to be
recompiled to run on the x86 architecture.

Not impossible, just massively expensive in terms of time and
money.

The x86 chip would have to be pretty hot to emulate the PPC
chip.
