DVD does not require 4.7GB per single hour. I have seen many a comercial dvd that has all of the "movie" .VOB files come to less than 4.7 GB and that includes almost 2 hours of video and multiple audio tracks. Take the movie spiderman for example. The main audio track, subtitle track, and video track take up less than 4.7GB and last I checked, that movie is over an hour.
