Europe and Layoffs
From my experience Europe is too slow to let people go and the US companies are to quick. The US companies don't take into account the cost of training new people after the downturn is over into the economics. Europe typically errs on the other side of the issue making it too difficult to operated a business because of the rules.

Both could learn from each other. Mainly what not to do.
