Social Responsibility?
Obviously, your depth of business knowledge extends only to what you believe you are entitled to from a business as an employee.

As a business owner and US citizen of Italian descent, I guarantee you that preventing compaies from laying off employees when times get tough is NOT socially responsible; it's more like social-ism. Force a company to keep unneccesary, unneeded or unproductive people on the payroll and the business goes belly-up, then everyone loses their jobs and the government loses the tax base which affects the entire population. Maybe you could point out for me how that is socially responsible?

No, Europe is not the cause of IBM's problems, nor is it the cause of GM, or Ford, or Jaguar, or Maserati's problems or anyone else's problems for that matter. Fact is that this is just a good example of businesses doing what businesses do.
