What would be the point?
The point of having VoIP (for most/all people) is NOT to handle a costly landline. If I have to pay a fee to Bell Atlantic, then I might as well just stick with them for my telephone needs.

All traditional phones line DO have 911 service (where 911 exists of course). But the phone companies do not have to provide a line to every home. When I cancelled my phone service in favor of VoIP, the dial tone on the land line went dead. It's not like a cell phone, where even if you DO cancel you service, you'll still be able to dial 911 (or so I've heard, never tried)
