Your observation is somewhat flawed. Fiber speed record have been in the terabits for a long time - and that's on a single wavelength. Fiber has been shown to run 256 simultaneous wavelengths.

The last time I looked, photons move alot faster than electrons in perfect conditions. In practical conditions, photons are even FASTER as light traveling through fiber optic cable is far less prone to noise.

The reason you see 1-2-10 Gigabit comparisons is that the termination SERDES are in the critical path of moving information. It is not the transmission medium.
