Trying to avoid getting fined
The EC has been investigating Microsoft and the Office market for quite a while now. The result of the investigation could be another billion dollar fine, saying that Microsoft is hindering interoperability by not supporting ODF. Microsoft is simply trying to avoid that fine proactively.
