Anton has hit it on the head IMHO. Many parts of IT are highly commoditized and thus are more like traditional utilities (like a water company). Why go build a water treatment plant if your primary business is selling hamburgers?

This HP article seems like a statement of the obvious given the current management mentality and view of the economy - commodity functions are outsourced, whether you call it a Cloud or outsourcing or scrambled eggs its all the same idea - focus on what the business does best and leave the routers (and maybe now applications) to someone who specializes in that because they believe it's cheaper. As other posters have stated this may leave customers out in the cold sometimes but ...

I think you've laid it out Anton - HP (at least here) doesn't necessarily know how to add much more value so they're focusing on making the value they do provide cheaper and getting a bigger piece of the remaining IT pie.
