Put another way
"People have reverse-engineered our old formats, so we're changing to something we can patent."

I really love the "Metro" (aka MS-PDF) format -- Microsoft comes out with a PostScript/PDF replacement whose only virtures are:

3) It's low-level instead of abstracted (It's an XML encapsulation of GDI), thus intimately tied to Microsoft systems
2) It's patented, so MS can block access to documents in it
1) It's not cross-platform.

This reads a lot like a panic reaction to Adobe/Macromedia. Microsoft can't afford to have cross-platform data get a foothold, so this announcement is a way to signal shops like Mike Cox' to start removing Adobe from their document flows before Adobe's air supply disappears.
